The Chief of Naval Staff, Vice Admiral Emmanuel Ogalla, has commissioned the Samaru Healthcare Centre Extension in Zaria as part of the Quick Impact Intervention Scheme in honor of Rear Admiral Ibrahim Abdullahi Dewu.
The facility was donated to the Samaru community in Sabon Gari Local Government Area by the Nigerian Navy.
Vice Admiral Ogalla, represented by Rear Admiral J.A. Nwagu, stated that the Quick Impact Intervention Scheme is an initiative aimed at supporting the communities of serving Rear Admirals in the Nigerian Navy to improve the well-being of the populace.
“It also aims to strengthen civil-military relations and win hearts and minds, fostering improved community support for military operations. The Nigerian Navy is here to show you that we stand with you as armed forces who love and are committed to protecting our people, even at the cost of our lives,” he said.
The Emir of Zazzau, Ahmad Bamalli, appealed to the Nigerian Navy to revisit and revive the abandoned Navy Secondary School Project at Farakwai in Igabi Local Government Area of Kaduna State.
The royal father, represented by the District Head of Basawa, Alhaji Haruna Bamalli, made the appeal during the inauguration of the Samaru Healthcare Centre Extension. He emphasized that reviving the school project would strengthen civil-military relations, enhance security, and boost development in the area.
Commending the Navy for the healthcare project, Emir Bamalli noted that completing the school project would improve lives in Zangon Aya District, Igabi Local Government Area, and the state at large. He added that it would provide more educational opportunities for the community and reduce the vulnerability of uneducated youths to negative influences.
He urged the Samaru community to ensure proper maintenance of the healthcare center to make it sustainable and commended Rear Admiral Ibrahim Abdullahi Dewu for facilitating the project.
The Kaduna State Governor, Uba Sani, represented by the Executive Secretary of the Kaduna State Primary Healthcare Board, Dr. Bello Yusuf Jamoh, inaugurated the healthcare facility.
Governor Sani stated that the event symbolized not only an expansion of primary healthcare infrastructure but also an opportunity for better health outcomes in Samaru and its environs. He reiterated the state government's commitment to prioritizing citizens' welfare, particularly in maternal and neonatal health, disease prevention, and immunization programs.
In his address, Rear Admiral Ibrahim Abdullahi Dewu, Chief of Policy and Plans, Nigerian Navy, highlighted that the healthcare center was part of a series of projects under the Chief of Naval Staff’s Special Intervention Quick Impact Project Scheme.
“This commissioning ceremony has brightened the mood and aspirations of the host community and underscores the commitment of the Nigerian Navy leadership to strengthening civil-military cooperation,” he said.
Rear Admiral Dewu emphasized that the project would improve access to primary healthcare, foster cordial relationships, and expand the Navy's influence within the community.
“Our heartfelt appreciation goes to Almighty God for the strength and wisdom to execute this project. Providing this healthcare infrastructure is essential for the well-being of the people, particularly women and children,” he added.
He assured the community that the facility would serve Samaru and its environs, symbolizing the Navy’s commitment to peace, security, and cooperation with civilians and other security agencies.
He concluded by thanking the committee responsible for constructing the healthcare center and expressing gratitude to the guests who attended the event.
